ChatGPT Ads availability by country: self-service list, 2026
ChatGPT Ads can be bought self-service through OpenAI’s Ads Manager in 63 countries, according to OpenAI’s availability page as checked on 14 October 2026, and through OpenAI’s sales team and agency or technology partners in further markets. The rule that decides access is where the legal entity that will be billed is based, not where the agency sits or where the audience is. Ads are shown only to users on ChatGPT’s Free and Go plans. This page is kept current as OpenAI expands; the dated briefs below record each expansion.

What changed
ChatGPT Ads launched in early 2026 through a managed-sales and partner model, and OpenAI opened self-service Ads Manager in May. On 31 August 2026 OpenAI announced self-service access across India, Europe, the Middle East and North Africa, and said the platform had reached $1 billion in annualised revenue run rate in under 200 days with tens of thousands of advertisers. On 23 September 2026 it added Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan, following earlier Asia Pacific launches in Australia, New Zealand, Japan, South Korea and India, and said ChatGPT Ads were available in over 60 countries. Agency partners named for the Asia expansion were dentsu, Havas Media, Omnicom Media, Publicis Groupe and WPP.
OpenAI’s availability page is the authority. Its rule: “To use self-service Ads Manager, the legal entity that will advertise and be billed must be based in a country listed as available.” Account creation and self-service access are separate; anyone can create an account at ads.openai.com, and OpenAI notifies sign-ups when their country becomes available. Larger advertisers can request sales support through a form.

Why it matters
For an Indian, Southeast Asian or Gulf advertiser, this is a new performance channel with the same self-service entry point as Meta or Google, and the buying model OpenAI describes is familiar: CPC and outcome-optimised bidding account for most campaigns, with a pixel and Conversions API for measurement, product feeds, platform and geographic targeting and custom audiences. The audience is early in a decision, asking ChatGPT what to buy or which software to pick, which is why OpenAI’s partner case studies report high shares of new customers. That is the argument for a pilot.
The billed-entity rule is where launches go wrong. An agency in a listed country cannot use its own account to run ads for a client whose billed entity is in an unlisted one, and a holding company billed from an unlisted country cannot self-serve for its listed-country subsidiaries without restructuring who pays. Our view: resolve the billing entity before anything else, size the first budget to answer one question about lead or order quality, and compare results on the same attribution basis you use elsewhere rather than on OpenAI’s run-rate headlines.
What to do
- Identify the legal entity that will be billed and check it against the list above, then against OpenAI’s page in case it has changed. Agency and audience location do not count.
- Sign up at ads.openai.com even if your country is not listed, so you are notified when it is added.
- In Ads Manager, confirm the target market and the ad-serving language for the campaign separately from the billing country.
- Prepare a landing page and offer for that market, and install the ChatGPT Ads pixel or connect the Conversions API before spending.
- Set a pilot budget and a stop condition tied to qualified leads or completed orders, not clicks, and record the attribution window you will use for comparison.
Still unknown
OpenAI publishes no per-country launch dates on the availability page, no minimum spend and no list of which markets have managed access only. The “over 60 countries” figure and the 63-row table may diverge as OpenAI updates the page. We have not opened a campaign in each market; availability here is as stated by OpenAI.
Frequently asked questions
Is ChatGPT Ads available in India?
Yes. Self-service access through Ads Manager launched in India on 31 August 2026, alongside Europe, the Middle East and North Africa, and India is listed as available on OpenAI’s current availability page. The billed legal entity must be based in India or another listed country.
Can an agency outside a listed country run ChatGPT Ads for a client inside one?
OpenAI’s rule is about the entity that advertises and is billed, not the agency’s location. If the client’s billed entity is in a listed country, self-service is available; otherwise OpenAI points to its Ads Solutions team and partners, and says it will notify sign-ups when their country becomes available.
Which ChatGPT users see ads?
Users on the Free and Go plans. OpenAI says Plus, Pro and Enterprise subscriptions remain ad-free and that ads do not influence ChatGPT’s answers.
How many countries have ChatGPT Ads?
OpenAI said “over 60 countries” on 23 September 2026. Its availability page listed 63 countries with self-service access when we checked on 14 October 2026; managed access through OpenAI’s sales team and partners covers additional markets.
